This was the standard ensign of the British empire using the Union Jack in the upper hoist and "the seal or badge of the colony in the fly therof" per Colonial Defence Act of 1865. This flag's colonial connotations led to the decision to come up with a new national flag without the British symbolism. There are actually two different flags of this kind red and blue, I think the red was the ensign used on land and the blue at sea (different from British ships--national service colour is red and blue is for vessels employed under transport department, Civil Department of the Navy, and ships commanded by Officers of the Royal Naval Reserve Force). While this flag is no longer an official flag, they can still be found in Canada. Usually in very pro-British areas.
