Wind socks like this became very popular in the 1970's & 1980's. They were a decorative alternative to national flags that could impart an informal sense of nationality or culture but without the regulation and ceremony attendant upon the display of an actual national flag; and was often seen on porches and in gardens.
These were extremly popular in the Pacific Northwest especially in the cities of Seattle and Portland.
Colores was one of the larger makers of windsocks.
