This pennant is yellow and black two of the colors associated with the NAWSA, the National American Womens Suffrage Association, 1848-1821. Pennants like this were often worn by suffragettes pinned across their chests.
This pennant is inscribed R.M. Choate, presumably the owners name.
At the height of the movement, 1900 to 1912, pennants like this were popular at Womens suffrage events. Parades and marches.
