Since 1870 the ICS or International Code of Signals has been used by merchant vessels and warships and an international language by mariners. In 1965, management of the ICS was taken over by the United Nations' International Maritime Organization. Each major seafaring country still publishes the ICS for the use of its mariners. In the US Navy it is Hydrographic Office publication #102.
