The MI 44 designation on the hoist indicates this is a 1944 US Navy flag from Mare Island, SF bay in California. It is likely that this flag was from a ship outfitted in California, and later refitted at the Brooklyn Navy Yard.
This a companion flag to ZFC 1069. This flag was important to Calvin Bullock for reasons not yet known.
