U.K. Rear Admiral's Sir Harold Burrough Flag.

The personal flag of Rear-Admiral Sir Harold Burrough.
In 1947, Captain Anthony Kimmin's R.N. WWII autobiography was published under the title "Half - Time" in which he recounts his contacts with Calvin Bullock and his quest to help Bullock collect battle flags of strategic naval campaigns in WWII. As he relates in Chapter 20 "After my first visit to his (Calvin Bullock's) Forum I was determined if possible to add to his collection of famous flags, and on the night when we had approached Algiers I had asked Admiral Burrough if he would be willing to contribute his own personal flag, which was flying at the masthead throughout that very historic operation. The admiral had most kindly agreed at once, and I was delighted when, a short time later, I saw photos of Lord Halifax personally presenting the flag to Mr. Calvin Bullock, when the former was addressing the Forum."

In 1943, this flag was hung "Overhead in Lecture Room" 6th from the left, "second row...from left to right -- from podium" in Calvin Bullock's offices at 1 Wall Street NY, NY.

The flag enjoys photographic evidence of its presentation in 1943 to Calvin Bullock in NY by Loard Halifax. Bullock's document states "Personal flag of Rear-Admiral Sir Harold Burrough, of the Royal Navy, whose Flag Ship led the Eastern Task Force into the Harbour of Algiers at the commencement of the historic operations in North Africa ... (Given by Commander Anthony Kimmins, R.N. Presented to Calvin Bullock by Lord Halifax when he spoke at Forum -- Jan. 19, 1943)"

This flag, displayed on the destroyer HMS Ashanti, represented the rank of Sir Harold as a rear admiral. It is based on the ancient flag of England, a red cross on a white field. A full admiral flies that design, while a rear admiral adds two red balls to mark his rank.
