USSR / Soviet Navy Broad Pennant / Divisional Commander

Introduced in 1950 and used until 1992, all Soviet Navy masthead pennants followed the same general pattern of a Soviet Naval Ensign at the hoist with the remainder of the fly being either white, blue or red ending in a swallow-tail. Flown on the flagship of a commander the broad-pennants, unlike most Western navies, did not represent a vessel in commission, but rather the size of the force being commanded.
