When the U.S. Constitution was ratified in 1789 the first government bureaucracies were created. The first to have a flag was United States Customs Service. In the ensuing two plus centuries the U.S. government has authorized a bewildering array of flags and pennants to represent departments, bureaus, agencies, offices, commissions and individuals.
Whether for simple identification, moral boosting or identifying an individuals position these flags are a part of the wide use the publics governmental entities make of flags. The United States is perhaps the most flag conscious nation on earth.
Included here are such diverse flags as the flag for the Chairman of the Joint Chiefs of Staff that planned the Bay of Pigs invasion of Cuba and the United States Mail pennant for vessels and installations form the 19hth century to the American Revolution Bicentennial Administration flag which was ubiquitous during 1976.
